Board Members

Louisa C. Kochman, President & Treasurer

loukochmanAs Managing Partner of Top of the Tower, a catering venue in Center City Philadelphia, Ms. Kochman is responsible for the day-to-day operations of the facility. Top of the Tower has donated the Time for Teens annual fundraiser each year since its inception. Ms. Kochman is founding member of Time for Teens. She has been President of the Upper Darby School Board and is a Board member at the Beverly Hills Presbyterian Church. Ms. Kochman is a lifelong resident of Upper Darby where she is a graduate of Upper Darby High School and Villanova University.

Bill Santora, Vice President

billsantora1Mr. Santora is CEO of A&E Construction, Inc. in Upper Darby, PA. He provides hands-on management of construction projects from budgeting and business planning to day-to-day project management. In addition, he gives back to the community in many ways as Vice President of Time for Teens, a Board of Trustee at the Country Day School of the Sacred Heart, and past President of UNICO. Mr. Santora encourages his team at A&E to be a part of the community and give back as often as possible.

Joan Scanlon, Secretary

joanscanlonMs. Scanlon is the Site Coordinator for Weed & Seed of Upper Darby Township, which is a program that improves the quality of life for residents. With a Masters in Criminal Justice, Ms. Scanlon has been a Facilitator for Anger Management classes, a Criminal Court Advocate for victims of domestic violence and a Hearing and Enforcement Officer for Domestic Relations of the Delaware County courthouse. She joined the Board of Time for Teens because she believes that our youth are our future and they need all the support and help we can offer them. Ms. Scanlon lives in Upper Darby.

Annette Brandolini

annette-brandoliniMs. Brandolini is the Director of Pupil Services for the Upper Darby School District and has worked in education since 1983. She provided direct service counseling and social work services in various school settings prior to joining the Upper Darby School District in 1993. In her current role, Ms. Brandolini coordinates the District’s social work, psychology, counseling and nursing programs. She also administers the District’s Safe Schools grants and alternative education programs. Ms. Brandolini is the Treasurer of the Pennsylvania Association of Pupil Services Administrators.

Louis DeVlieger

loudevliegerMr. DeVlieger is Superintendent for Personnel and Public Information in the Upper Darby School District, a position that he has held for the past nine years. In addition, he has been a member of Time for Teens and the Upper Darby Community Partnership since their second year. Mr. DeVlieger is very active on the Board of the Upper Darby Weed and Seed Committee. As an educator for the past 36 years, Mr. DeVlieger has served the Upper Darby School District as an English teacher, Coach and Assistant Principal at Upper Darby High School and Principal at Bywood Elementary School. Prior to coming to the Upper Darby School District in 1987, Mr. DeVlieger spent 14 years as an English teacher and Development Director at Cardinal O’Hara High School in Springfield, PA.

Christopher Dormer

chrisdormerMr. Dormer is the Principal of Upper Darby High School. He has worked for the Upper Darby School District for the past eight years in roles such as Biology teacher, Boy’s Swimming and Diving Coach, Assistant Athletic Director and Athletic Director. He has been Assistant Principal of Upper Darby High School since 2005 until he was promoted to Principal in 2008. Mr. Dormer was recognized as the 2008 Pennsylvania Assistant Principal of the Year by the Pennsylvania Association of Elementary and Secondary School Principals and the National Association of Secondary School Principals. Mr. Dormer has been on the Board of Time for Teens since 2005 and also volunteers for Camp Dreamcatcher, a non-profit organization helping children and families with HIV and AIDS.

Pat Egan

pategan1A 1996 graduate of Upper Darby High School and a Penn State alumni, Mr. Egan was born and raised in Upper Darby and has stayed true to his roots while starting a family of his own. He is the owner of J&P Projects, LLC, which deals in real estate investing and automobile wholesaling and transportation. Giving back to the community that gave him so much throughout his life is the main reason why Mr. Egan became involved with and honored to be a part of the Time for Teens Board of Directors.

Marc Manfre

marcmanfreMr. Manfre is Director of Parks & Recreation for Delaware County. He was born and raised in the Stonehurst section of Upper Darby and attended Msgr. Bonner High School. Mr. Manfre received a Bachelor of Science degree in Recreation Management from Temple University. He currently sits on the PAL Board, is a member of the Hero Bowl Committee and Hero Scholarship Committee, and is President of the St. Laurence CYO. Mr. Manfre is heavily involved in his community and resides in the Kirklyn section of Upper Darby with his wife, Marybeth, and his three children, Meaghan, Caroline and Joseph.

Jamie Santora

jamiesantoraMr. Santora is Vice President of Residential Sales at O’Neill Properties Group, a King of Prussia based real estate development firm. He has joined the Board of Time for Teens in 2008. Mr. Santora is also involved in a number of charities. He is a Past President of the Greater Philadelphia Chapter of UNICO, a group that is proud of their Italian heritage and works to help individuals in need. He is a member of the 2008 MS Leadership class raising close to $30,000 for the Philadelphia Chapter of the National MS Society. He plays an active role in his children’s schools and has a passion for politics. Mr. Santora resides in Drexel Hill, PA with his wife, Amy, and their three children.
